BASIC FUNCTION OF POSITION
This position is located within the Executive Office (EXO), USAID/Indonesia and its purpose is to serve as FSN Deputy to the Supervisory Executive Officer (S/EXO). The incumbent is supervised directly by the S/EXO. The incumbent manages the full range of the Mission’s administrative functions to ensure support for implementation of the development strategy.
The incumbent has the concurrent responsibility for supervising the Human Resources Unit (HRU) and Communication and Records (C&R) Unit and provides work guidance to the EXO personnel in the work units of: (a) Procurement and (b) Data Management Center. As the designated Supervisor, the incumbent directly supervises the HRU staff and the Supervisor of the C&R Unit, both units totaling seven staff. With the S/EXO,the incumbent serves as the recognized expert in the field of personnel, human resources, training, security and travel management with overall responsibilities for USAID/Indonesia personnel, human resources, training, security, travel and operational/logistical management functions. The incumbent is responsible for policy formulation, implementation, data collection and analysis, consultation, monitoring and advisory functions of a wide range and complex nature.
As an integral member of the USAID/Indonesia Senior Management Team and supervisor of the HRU and C&R Units, the incumbent develops work plans, assigns work, provides guidance and monitors performance of these subordinates. The incumbent approves Time & Attendance Reports, overtime, annual leave usage, recommends employees for awards, promotions or disciplinary actions, and on an annual basis evaluates the work of all subordinates. The incumbent proposes and develops for S/EXO approval the office’s training, travel and annual leave plans.
REQUIRED QUALIFICATIONS & SELECTION CRITERIA

Reference checks will be conducted on those candidates selected for an interview. The applicant’s references must be able to provide substantive information about his/her past
performance and abilities. Interviews and a writing exercise may be requested. Applicants are required to prepare a
brief narrative demonstrating how prior experience and/or education and pembinaan address selection criteria factors listed below.
a. Education ( 5 points)
Minimum Bachelor degree in management, public administration, operations management or business administration or other equivalent field is required. Additional Education in these fields is desirable.
b. Prior Work Experience (20 points)
Minimum of 7 years of progressively responsible experience in administrative or operation management is required. Management experience will be as a hands-on administrative officer and in positions where supervisory and leadership excellences are requirements for success. Additional Experience in these fields is desirable.
c. Language Proficiency (10 points)
Fluent English required, Level IV in speaking & reading. Incumbent must be able to write and communicate well, producing and explaining complicated work as needed. Higher levels of Language Proficiency desired
d. Job Knowledge (15 points)
Ability to become knowledgeable in all applicable USG regulations, laws,policies and requirements, such as the Administrative Directive System (ADS), the FAR and AIDAR, ICASS guidelines as well as applicable Department of State and other Standardized Regulations and Federal Travel regulations, pertaining to administrative management. The individual must have a sound knowledge of GoI laws, regulations and policies. The position requires the
individual to serve as one of the two principal experts of USG and USAID administrative and human resources-related matters. Additional Job Knowledge in these areas is desirable
e. Skills and Abilities (50 points)
• Advance level of analytical skill, professional expertise, and sound judgement is required;
• Developed management skills are essential, along with being highly organized;
• Must have the ability to perceive quickly and accurately the status of programs and operations, analyze the causative factors and recommend creative solutions;
• Must have good, standard computer skills;
• Must be able to work under pressure managing a variety of administrative, managerial, supervisory and personnel issues (i.e., multi-tasking);
• Speed and quality of execution are key assets, as is high energy;
• Must have advance social skills to interact effectively with senior officials in USAID and Embassy Jakarta;
• Must be able to make formal presentation to the Mission Director and other senior USAID officials and committees;
• Must be able to compile and present detailed administrative presentations in a concise and fully professional manner;
• Must be capable of effectively supervising staff and of directing and coordinating various elements in a fast-moving environment;
• Must be able to maintain effective working relationship within and outside USAID and outside of USAID and demonstrate excellent teamwork and leadership skills and the ability to work collaboratively with co-workers;
• Must be able to help USAID achieve its development objectives for Indonesia including helping to constructively strengthen the capacity of local entities where necessary; and must work effectively with local and international
partners, all of whom have varying capacity levels. Additional Skills and Abilities in these areas are desirable
